The Albania adoption program is very tightly controlled, with only two U.S. agencies authorized to operate. Potential adoptive parents must be at least 18 years older than the child. Both singles and couples can adopt from Albania. However, both members of the couple must consent to the adoption. In 2011, U.S. citizens adopted approximately four children from Albania. Children available for adoption include healthy and special needs, ages 2 to 15 years. These children reside in orphanages.
