A Canadian couple who accepted two brothers as foster children hoped to adopt the children if parental rights were terminated. They made their wishes known to the foster care agency, but the boys have been removed from this couple’s home and placed with another couple for adoption. When the agency was contacted, they said that they actually discourage foster parents from adopting children in their care. “It is a very special role that we ask foster parents to play,” says Tammy Kirkland, the Assistant Deputy Minister of Child and Family Programs. For now, though, the foster parents of these two toddlers are devastated for themselves and very concerned for the boys who, they say, were quite comfortable in their home.
