36-year-old Elizabeth Williams has been charged with second degree rape with the allegation that she had sexual relations with her 16-year-old foster child. Williams was a licensed foster care provider with DHS in Oklahoma at the time of the incident. It is believed it was a single incident with just the one foster child. Attorney Craig Ladd believes there were no other victims. “The charges I have filed and accused her of is rape second degree on this one occasion with this particular individual,” he stated. If convicted, Williams could be given 15 years in prison. She was fired from her job with the Department of Human Services in July.
