My husband and I have been trying to adopt for a while. We are still trying to finalize our home study through a local agency. We have a cousin who is currently in a Romanian orphanage on a study abroad visit. I have been looking into Advanced Processing Orphan Petition and other INS forms we would need to fill out in case she identifies a child for us. Since, this "lead" is one of dozens we have had that have so far not panned out, I don't know if it is worth it to put more money into this possibility due to the current moratorium in place. I don't mean to sound cold about adoption but money is a huge issue for us and it's a reality of this process. What is going on with the moratorium? Is there any chance it will be lifted soon?

If you haven't got a connection to a child in Romania I would definately start the process in another country. Romania is going to vote in the next month on the final resolution to ban all international adoptions unless you are a direct relative like a grandparent. It is so uncertain at this time that I would not advice you to look at this country. If things open back up in the future then you could weigh your options.
