Washington State has a confidential intermediary program. The intermediary can work through the courts to have records unsealed, then will do the search and make the initial contact. If the found person gives their signed permission, contact information is shared. This system worked well for me when I found my son four years ago. It's pricey, but it took only about three months. I really wanted to avoid a long uncertain search. Also, the intermediaries are trained counselors so they can help you prepare and they know how to go about contacting persons in the most private and diplomatic way.

In WA, you are entitled to get non-identifying information about your birth mother and birth family. Usually your birth parent's first names are included in this info. You do not need a CI or lawyer to get this info.
You can get the non-id from the county where the adoption was finalized, or the adoption agency (if one was involved), or from DSHS if they were involved.
