Adopting 8 year old - questions????

Hi all!!I'm brand new to this site,we are hoping to adopt through the foster system,but it really is a longer process than I expected!! Why does it seem to be so hard to adopt when there are so many children waiting for families?Linny...Those were GREAT questions to ask!!
