The social security number (SSN) that Arizona DES/CPS gave me for my foster child last year is not a valid SSN since it begins with 9. (CPS told me it was a number they generated for internal CPS purposes, yet why do they need that when there's a child ID #?…) ITIN numbers can begin with 9, but my tax preparation software says the "SSN" that CPS gave me is an invalid ITIN number, too!
Doesn't DES/CPS's system check whether the number is valid‽ This seems really fishy to me.
The case worker, supervisor, secretary, et al. all are out of there offices and never return my calls or emails. (We had the foster child 8 months, 2 caseworkers {CWs}, and the latter CW visited us only once!)
How can I obtain my previous foster child as a dependent for my 2013's taxes?
