I think that things are probably still quickest in Ethiopia. Especially if she is willing to ask for an older child. However, keep in mind that since adoptions in Ethiopia are not centralized (like China) different agencies will have different wait times. This is usually based on the number of clients an agency has asking for that specific age group or gender. There are a lot of new agencies in Ethiopia so their times are going to be quicker then some of the more established agencies. But make sure your friend does her home work when it comes to agencies -- not all are without serious issues (and length of time in country is not what determines the reputation). Samantha
