Does the military offer lawyer services to finalize an adoption? We are at Lackland AFB and dh is Active Duty Air Force.

We were once active duty Air Force too....several years ago! :)
As I recall, the AF on-base attorneys don't conduct finalizations. (I suspect that none of the attorneys for any of the armed services do this.)
It very well could be, that adoption law varies greatly from state to state and changes within those laws are not uncommon. Check with them, but I suspect this is the way it is.

No, the military is not allowed to represent you in civilian matters. They can advise you, but that's about it.
