Losing a foster child

It doesn't seem fair that someone should be able to walk in and take these children from what they consider their home. We have been battling with the birth family over our foster son for 9 months now and we just found out yesterday that the birth Grandmother wants now wants him. I don't know why she waited 18 months to decide to take him. So we will lose him on Oct.25. I don't know how I will explain this to our four year old son.
