When will Guatemala adoptions restart?

WARNING TO THIS THREAD: I have deleted 2 posts which violate our forum rules regarding the discussion of fee based adoption professions (in this case, agencies). We do NOT allow this discussion on our forums, even in code. If another post violates the forum rules regarding the discussion of agencies, then I will close the thread and ban the user. The violations of our rules has become far to excessive in recent days.
