NCI in Texas (Daycare Assistance)

Yes, but NCI is also involved in Texas. My kids' daycare said they accept it, but since we are straight adopt we will not qualify. I think if you are foster-adopt, you qualify until TPR and you move to adoption. But the daycare said that NCI was a program run through CASA. I don't know if that is true or not.
