Well, you said they told the foster family they could adopt them. These girls have obviously been thru alot. Do you not think maybe they would be BETTER off staying with a family that has had them this long? That they know & love also? If you were an in state relative with close ties to them I'm sure they would have considered it. But like you said you are 3rd cousins living in another state? To me I'm sure they take it case by case. There may be things in play that your aren't aware of.

no, what i think is that states should do what they are legally cound to do, look for relatives willing and able, who can pass a homestudy who want to adopt their relatives children before making promises to foster parents who are TEMPORARY caregivers. I might agree they should stay with someone they'd been with the 'entire time' but the truth of the matter is, these girls had been in the fost/adopt home for a few weeks only when i made m;y first contact with them.
