I had the same worries as you- and I'm single, so I didn't know how I would go to the store get a carseat with a new foster child in tow if I had no carseat to put them in!! but, when my newborn was placed with me, dyfs had purchased a new carseat and delivered him in this.
a convertible carseat is a good option; just keep it in the box until you get a placement; that way, if the child comes with a seat, you can return it.
