Born Feb 1 1962--Orange,Ca

I am helping friends locate any birthfamily---Janet was born in Orange County at the Orange General Hospital on Feb 1,1962. She has no non-identifying information but we did hear that Orange is an open county.Is that true???? Both her adoptive folks are deceased. She has the list from Calif birth index and a few names come thru like "Peeler" as maiden name of Mother. As soon as we get her birth certificate number hopefully we can match it up.
