Random thoughts.....One...boohoo. Two, it says that over 1/2 the children adjudicated are in home or with relatives.......in most cases I know about, they don't pay the relative caregivers much, if at all. In home placements, they aren't paying the parents. Three, they are planning on taking BACK the money if they should win? Are you serious???? This thing could go on for MONTHS! If they were to win, couldn't the courts state it takes effective of that date vs Jan 1, 2010? Again, why don't we dip into Peyton Manning's big ol' paycheck? This state has money......they just spending how THEY want, not what is best for the people and children.
