I'm in the process of adopting with an agency in Massachusetts.
Unfortunately, I'm having trouble getting legible fingerprints for my FBI clearance--my prints have already been rejected 3 times and three different police officers and a private technician have all attested to the fact that it's the quality of my fingers. The FBI says that they can't give me clearance without a good set of prints, but it seems like I won't be able to get them.
Have you heard of anybody who has had this problem and found a solution? (I've already tried an "inkless" system.) There is no way to get electronic prints in Massachusetts unless you're arrested. I've now heard of a few women with the problem, but no one seems to have a solution.

I have talked to the FBI. They say they can't do anything. If I were a criminal, there's a process in place to do a name check, but since I'm not a criminal, there's nothing they can do. They've told me to ask my adoption agency.
The adoption agency has been told that I just need an "expert" fingerprinter, but I've already seen 3 different people (including two police officers) who were supposedly experts and they say it's just my fingers.
I had a similar issue when I started teaching. I had my fingerprints taken 4 times before they were accepted. When we went to have our fingerprints done for our adoption, I refused to go to a police station. We ended up going to the state police where they had a scanner to tell whether or not the print was good. It worked on the first try. We live in Connecticut, but there may be something like that in Mass. Good Luck
My husband was told after his 8th rejection that udder cream works.
Who knows if that is the case, but he received acceptance on the same day for his most recent print card as well as MD livescan.
Very stressful, but we were told the same thing that there were not alternative procedures. However, since we were about to travel to FL to adopt a baby and the renewal of the prints might hang it up, the FBI representative said if we were rejected again give her a call and she would "see" what she could do.
Kind of made us mad in that if there were alternative procedures, why not go to them after X number of times? Oh well. The udder cream worked and the adoption failed, so all the stress for nothing:)

Hi there,
I'm late in coming to this post but I had this same situation. My fingerprints were rejected 2 times by the FBI and DCF in Florida finally submitted a name search in order for my clearance to come through. It took 7 months from beginning to end but the approval finally came through. hang in there!
