Are Adopting families not as good as Foster families because they want to adopt the waiting children those that are not "RUed" I think Familes that adopt are just as important as Foster families because as the sites show not all children are "RUed" And even if the "County" prefers foster families I'm sure those children that are left waiting appreciate finding a loving home.
