My adoptive children (whom we adopted a little over a year ago) were diagnosed with FAS (Fetal Alcohol Syndrome) in Ukraine. They are going through many different assessments right now, mostly to find out how I can better help them, what to expect etc.
My question is - to anyone out there who may know the answer - since they have FAS - are they considered "disabled"?

well, mine isn't labelled as such. She receved a full battery of cognitive tests at around age 3. She was considered "average" and did not qualify as disabled. At 6, she's considered above average and does not have an IEP.
Since the spectrum of FAS symptoms is so wide, theres no hard and fast rule regarding disability
