I am trying to help my former host brother from Thailand who has been in the process of working with a lawyer to adopt an adolescent from Thailand. He had a lawyer who was supposedly working on the paperwork, but it turns out she was a fraud and simply took the money and vanished. The boy is someone my host brother has known since birth, but is not an orphan. He has serious challenges with school and there are apparently no resources to get him help or even diagnose learning disabilities, so his family sees him as a buerden and doesn't want to support him. My host brother is still a Thai citizen, his wife is American. Is it even possible to process the adoption of a child who is not an orphan? If so, does anyone have advice on how they can get through the process quickly? The boy turns 16 in four months so they need to expidite the process.
