Help!!!!!

Hi, Can anyone please help me? I'm searching for my half sister and what I thought was her Birth-date is Not correct Trying to get Original birth certificate. because a birth mother does have the right to the Original birth certificate No records of the date but mom still says January of 1961. What do I do can anyone please help me. I don't know what to do. Thank you:(
