That's great. We are still waiting. The appeal was dismissed 6/23 but the SW said the court had to order something that brings it down to the dependency court, which can take up to 60 days, then we can sign the AAP paperwork and then it would be finalized in about 3 weeks. So, we are just waiting at this point.

Dadof5 - They actually don't have new AAP rates (according to what they told me), but they said they couldn't justify giving a low AAP rate if they are suppose to be giving you so much more for foster care. They gave the us the minimum new foster care rate even though are daughter is special needs, since the AAP special needs rate ($589) was lower than the foster care rate (about 600).
So yes and no is the answer to your question.

We signed our AAP paperwork on 8/31. It was for $659. We were told it would not have the new increases. Our CW said the rate could change if someone sues & challenges the State of CA. Next we go to court on 10/11. Finally !!!!!!!!! We are SOOO Excited !!!!!!!!!! Our tween son is so Awesome !!!
I'm in North Orange County. I went from to $659 to $741 w/ the rate increase. I spoke to Our Foster Liaison & was redirected to our Adoption Worker. AW told me the rate would decrease to $598. I was surprised the rate was $659. I was told @ the POP meeting that the adoption rate would be the same as the foster rate. When I 1st heard it would decrease to $598. I was told I could change my mind if I could not afford to adopt @ this time. I thought that was a Cheap Shot. I was just going by the Info from the POP Class. May I ask what county you are in?
