Does anyone know anything about this? I found it on the US Embassy- Ukraine website. Our dossier was registered October 19th, which would explain why we haven't heard anything from them, but I cannot believe I am not hearing anything more about it.

SDA accepting dossiers but temporarily suspending new appointments
As described in our previous alerts, the State Department on Adoption (SDA) has temporary authority to continue processing adoptions until the Ministry of Social Policy is ready to take over as the new adoption authority in Ukraine. *On October 13th, the SDA confirmed to us that they had suspended scheduling new adoption appointments in preparation for the final transfer of authority to the Ministry of Social Policy.* The SDA has informed us that they continue to accept and register new dossiers from foreign adoptive parents but they currently are not scheduling appointments for these families.* According to the SDA, as soon as the new Ukrainian government adoption authority is ready to process the full range of adoption services, the families with registered dossiers will receive appointment letters to travel to Ukraine.* Neither the SDA nor the Ministry of Social Policy is able to provide a date for when the new entity will begin scheduling these appointments.*
We will continue to encourage the Ministry of Social Policy to protect adoptions where U.S. prospective adoptive parents have already been approved by the SDA to adopt a particular child.
As usual, we will be following new developments closely to understand how they will affect the families currently in process and will be posting relevant updates.

I think I may have found the answer to my own question. This web page states Ukraine will start inviting families again on December 15. It also explains a few other minor changes.
November 14, 2011 - Attention: There are changes in adoption law, namely:
The State Department will start inviting families again December 15, 2011
1.Two Home Study originals should be in the dossier.
2.If you adopt a special need child under 5 y.o. need to mention the diseases of the child in Recommendations section of the Home Study. Please, make sure that this child is considered special needs in Ukraine. Under this list children may be adopted under 5 years old and without the waiting period in the database of the SDA. If you don't indicate one of these diseases, your dossier will be rejected.
3.Added a new line in the medical certificate: "Disability" (if any).
4.The name of the State Department is changed.

Sorry for the delay in responding. I don't check this forum too often. The website is from an agency that I am not familiar with. Apparently eight families were invited last week, unfortunately we were not one of them.
