Estonia is a country with very flexible age requirements
and a short in country time seems like a good choice for older adoptive parents, and parents who can not stay in country too long.
I only found one agency who works there. Are independent adoptions possible there?

Hi, There are not many agencies with Estonia programs because very few children are available for international adoption, as Estonia looks for domestic families to adopt parentless children and only makes children available it considers "hard to place" due to age, health status, etc. Last year, only 4 children were adopted from Estonia by US citizens. Annually, very few children have been adopted in recent years. Most children are older, disabled or in sibling groups, something that agencies in the US know most prospective adopters don't prefer.
Estonia is a Hague country, so independent adoptions are not allowed. For further up to date information see the US State Dept.'s Estonia webpage:

If you select "all statistics," you can get the age breakdown for Estonia adoptees annually, and you will see that nearly all are older children.
