A piece of advice that we learned along the way. If you do end up adopting from Ukraine, Ukraine does not require post placement reports from an agency anymore. You will submit your own.
You will still have to follow your state's requirements. (for example, our state requires only one post placement within 30 days of arrival in US) Make certain that your homestudy/post placement agency does not require unnecessary post placement visits and reports. This mistake could easily cost you thousands of dollars.
Did they ever require agency involvement in reporting? I was under the impression that they don't recognize agencies as intermediaries in the adoption process and work directly with PAPs/APs. I believe other parents who adopted in the past filed their own postplacement reports.

We adopted from Ukraine and have always done our own PP reports, still do. We are to the point of sending them every 3 years until the age of 18.
