ICWA and Southwest MO?

Anyone adopt through a tribe while living in Southwest MO? We are registered with Cherokee Nation and were called about a possible sibling placement in our area, but the county is not cooperating with the tribe. We were told this county is not ICWA friendly. Just wondering if anyone else has had experience in this area?
