Well, if they want to change their name, there's never an upper age
I adopted my eldest as a 10 year old, and she changed both her middle names. I assumed we were keeping the lot, I never even thought about it, so I was surprised when she came to me wanting to alter it
My middle child was 8 years old, and she kept everything except her surname. She loves her name :)
I did change the first name of my youngest, for security reasons. I kept his original first name as a middle name. He was nearly 2
To be honest, I am not a big fan of first name changing unless you have security or other big problems, unless it's something the child wants to do. Given you are adopting from a foreign country, some names may be very difficult to pronounce in English or may sound odd or like a swear word or similar
I think most child aged 2/3 + can choose for themselves what they want to be called. If my son wanted me to call him by his original name now, or if he had been resistant to change or traumatised by it at the time, I would not have tried to call him something different. I would still have changed the legal order of his name for his own safety, but lots of people are called by their middle names
