Has anyone ever filed the I-600 petition without the adoption license from the sending country? I am adopting a child from Jamaica and they are taking forever to review her file despite the fact that she is turning 16 in 5 weeks. Today the adoption agency in Jamaica was suggesting that I go ahead and file the petition without the license and then wait for USCIS to 'ask' for it. However, I am hesitant to do that because the filing instructions clearly states that if any of the initial required evidence is missing they will deny the petition. Anyone done anything similar and was successful? Time is running out for me and my girl. :mad:
