HI,
We are trying to make a decision between China and Colombia. Our hope if for a girl 0-2 yrs of age with minor/correctable needs. I've been told by a few agencies we would receive a referral under 18 months. I know with China things are "smooth". Thoughts on Colombia-does the timeline seem reasonable or even possible?

Remember that China's healthy infant program is not really available; the wait for a referral could be five years or more, with no guarantee that the program will even be open then. The only available programs are for the adoption of children who have special needs or who are of school age. And China no longer assigns children to the special needs program if they have something really minor, such as an extra toe, a drooping eyelid, etc.
With Colombia, there is currently a moratorium on adopting children under age seven, unless the children have special needs. While adoptions already in process may continue, any new applications must specifically request school age or special needs kids. And there is no guarantee that the children listed as available will have only minor special needs.

At the present time, Colombia does not allow anyone outside of Colombia to adopt younger than 7 years of age.
