SB 51, signed by Governor Hickenlooper 5/22/14, gives unrestricted access to adoption records held in Court and State Agency files effective 7/1/14! Birth parents can also obtain a copy of the original birth certificate they signed. You can request that the State Registrar perform a search for a death certificate, if you think that your lost relative may be deceased. OBCs not already available under the 2009 Court of Appeals ruling (which granted direct access for adoptions finalized between 7/1/51 and 6/30/67) become available 1/1/16.
