I'm starting the adoption process and am getting my police clearances from various countries I've lived in since I was an adult (unfortunately quite a few!). I am running into a problem with China - the Shanghai police dept does not carry records pre 2000, when I was living there. Does anyone have any insight into how important it would be if I can't get the clearance? Is this a deal breaker? Are there other ways to prove you don't have a police record, like for example employment records / employment attestation that you were never in trouble with the law. Any information would be appreciated.
