We just recently adopted two little boys from Romania (3 & 4) in May 2003. We are absolutly in love with them. They became part of the family from day one. (I was so prepared for a grieving child, but that was not the case.) We were matched with them in December 2002. It was the longest 6 months to wait to go and get them. I feel so sorry for you 15 month wait and counting. With the experience and love of my two boys, I would say wait it out. But I also know the pain and heartache waiting causes. Since Romania keeps proposing an end to the Mort. (Aug 2002, Feb 2003, June 2003....) and changing it is hard to wage a bet when they will open again. If your heart is not set on Romania I might put feelers out for other countrties, but then you start at the bottom again and have a long wait also. Good luck and God bless. I have been waiting about 11 months for the little girl I am trying to adopt. My agency told me that they put out two lists in December with a total of 122 the first list and 187 the second list.
I heard the Italian prime minister insisted that the Italian waiting families adoptions be finalized. 150 of the names on the last list were italian. I am trying to verify this information. Does anyone know about this?
I also spoke with the Congressional Adoption Coalition and they feel that no current waiting families are directly connected to a specific child in the country. My adoption agency again is telling me that is not the case and ther little girl I have seen is connected to my within the RAC. I completely believe the adoption agency, but I am looking for others in my same situation

I wish I could be more helpful, but I am working with an attorney that only works with privatley funded foundations (orphanages). This seems to change the dynamics a bit. I have heard about a list put out last week and one to be put out by Jan 1st. I pray that what we have been told will come to fruition. It seems that the agencies and lawyers tell us what they are lead to believe will happen, but then the Romanian prime minister drags his feet. I am paper-ready to pursue an adoption from another country, and now I am thrown a curve ball by the latest developments in Romania.
I wish you well and hope that things work out for you. I would be so appreciative to hear any news that you hear this week and I am willing to share any news that I receive.

ROMANIAN ADOPTION UPDATE

Happy New Year to all of you!!! I want to provide you with the most recent update regarding adoption activity in Romania. It seems as though 2004 will be a good one for all of us!!!!
On December 22nd, another list of approvals was issued by the Romanian government. There were 187 cases approved, the majority (105) were for Italian families, as the result of great pressure from the Italian Prime Minister. The U.S. only had 27 cases approved on this memorandum 8 were under the age of 3 years. SEEK International did not have any cases approved.
I need for you to take quick action with letter writing to the U.S. Embassy as ֓rumor has it, there will be another memorandum in late January or early February. I first want to give you a little background on the turn of events before the last memorandum was issued. As of December 15th, the ԓproposed approval list of 187 contained almost _ American files (SEEK had 5 or 6 on this list!) but because the Italian Prime Minister applied great pressure to have ALL the Italian files approved, the American files basically got bumped off the list. We need for our Embassy and Ambassador to do the same for us! The Italians had approvals of 43 children under the age of 3!
I will provide you with some basic information to include in your letter:
-give your name, address, INS approval date, child information (birth date, RAC registration number & date)
-politely say ԓthank you for all his efforts on behalf of American families and the Romanian children they wish to adopt
-say you were informed that on the last memorandum, virtually ALL Italian files were approved as a result of the Italian Prime MinisterԒs request (use this word and NOT pressure)
-kindly request that the Ambassador make such a request for you and all American families as he is our representative and voice for us and our children
-thank him again
I have been told that it will be the Americans turn in January/February for a memorandum and I want all of you to be on this one! It would be a great way to begin this new year!
If you are able, I would strongly suggest you have your senator or congressman also write the Ambassador on your behalf it surely will help.

My agency received 3 approvals in December. They had 6 pending cases, one of them ours. We are told that they plan to meet weekly during January to approve all pending cases. We have been waiting since December 2002 to adopt a little boy who will turn 2 1/2 in March. Apparently the meetings are held on Thursdays. So, each Friday I contact my agency to see if we were approved. They have only received 1 approval per meeting and there does not appear to be any pattern to how the approvals are granted - age, disability, waiting period, etc. It seems almost random according to our agency.
I am curious to know the name of the agency that has 125 Romanian children waiting. I did hear that the new adoption laws in Romania were scheduled to be approved in Feb., however, I've heard of residency requirements that would make it nearly impossible for most Americans to adopt from Romania.
Has anyone else heard about this?

I spoke with a lady at the congressional adoption coalition. She said they plan to rally another letter from the various congressman to help encourage the Romanian government.
I know the agency I am with has 16 children awaiting approval. Maybe if we come together as one voice, we can all get our children home
