Legal representation for expectant parents

I feel like it's going to depend on each couple and birth parent. Both parties are responsible to make sure this is an ethical adoption. I think choosing agency that proves itself to be educated in birth parent rights is also one of the ways that HAP could skip this expense. However, in private adoptions, I do think it's fair for HAP to pay for the birth parent's lawyer expenses.
