It is a credit you can use on your taxes after you've adopted. It is a deduction for the amount of money you paid for your adoption. You can claim up to...$13,570 for each child you've adopted. You get less the more money you make, beginning at just over $200,000 a year.
The catch to this particular credit is, it's non-refundable. Which means, you can subtract up to that amount on your income to bring down taxes owed, but any extra left over, you can't get back. So you won't be getting a big refund check as a result of this.
There are other little bits to it as well, that apply to breaking it up over years instead all in one year, and the difference between special needs adoption and regular adoption...etc.
Of course, all of this may be moot in a few months anyway, because the new tax cut plan the GOP is trying to push through eliminates the adoption credit altogether.
