Article 5 Delay, China

We anticipated our article 5 approval last Thursday. Our adoptive child is 3 y/o, has down syndrome and PFO (common hole between valves). We were then informed by our agency that we did not receive it yet because the consulate wants the child to have an updated medical report, as the medical report from 2015 states that the PFO should be looked at a year later. To us, this seems excessive to not approve our Article 5 until this is provided to the consulate. Has anyone had something similar happen?
