Amended birth certificate

I have a what I thought was an amended birth certificate. I went to get a passport in San Francisco only to be rejected. I was informed I needed one with a state seal. I took what I had to Sacramento to vital records. I was informed that there was no record on file. In formation on the certificate i have states I was born in Stockton California on March 7th 1958. Part two to my question; When a name changes happens and not an actual adoption is there an amended birth certificate?
