India has designated a number of agencies in the U.S. as allowed to facilitate adoptions from that country. Go to the website of the U.S. Department of State to get a list of the agencies. These agencies can tell you whether single parent adoption or adoption by lesbian couples is permitted.

Your partner, being of Indian descent, has an excellent chance of adopting a native american child. The Indian Nations are extremely picky about to whom their children are given and preference always goes to those of native american heritage. Good luck. I would start by contacting my local tribal council.
