i think you probably can. i just found out i was unapproved from the state of arkansas after almost a year of process. i am devastated but i want to go on to appeal. i am trying to adopt a special needs child. and they say my income is too low. but i read as long as i can meet my needs i am ok. i could meet my needs although i would have to depend on the childs subsidy for most of its care. my heart is in the right place and i am nearing retirement age with no training for a good job. i guess hearts dont count. please share your experience with me. thanks, donna
