With no state budget in place, the Pennsylvania Council of Children, Youth, and Family Services has filed a lawsuit. There are about 15,000 children at risk and the council is in an emergency state now. Bernadette Bianchi, the executive director of the Pennsylvania Council of Children, Youth and Family Services stated, “At this point, we can no longer stand by and allow the services needed by this population of children to be threatened, and we are asking the governor to rule these services as essential.” Foster families need to be reimbursed, programs need to be run. The money to support this essential service is desperately needed.
