Phoenix Sinclair Inquiry

Pledging to improve the child welfare system in Manitoba, there is great commitment to becoming more of a holistic system. Rather than crisis management, the government is working to create greater family support, better systems to regulate safety, and even an indigenous associate child advocate since 87% of the children in care are aboriginal.

Phoenix Sinclair spent much of her short life in foster care, but was returned to her abusive mother. At five years old Phoenix was beaten to death by her mother’s boyfriend. Manitoba is working to make sure the system doesn’t fail another child.
