A strong, two-parent home is ideal for Noah. It will be best if the family does not have too many other children in the home. He will benefit from a family that is able to provide consistent structure and routine. It is important for the family to have pets, especially dogs. Noah's forever family will be open to maintaining contact with his older brother, who is not part of this adoption.
