Sometimes a child or youth is placed in foster care after being abused in their own home, only to be abused again by a foster parent. Such is the case of a 17-year-old foster youth in West Virginia. Having been sexually abused 14 times as well as being injected with heroin before the sexual acts occurred, the child has been removed and placed in another foster home. The alleged abuser, Lance Walter Jackson (46) has waived his right to a hearing. His bond is set at $125,000 and he will either plead guilty or go before the Ohio County Grand Jury for indictment.
