All potential adoptive parents must live in Zambia for at least 12 months. In some cases the residency requirement can be brought down to 3 months, but that is on a case by case basis. The adoptive parent must be at least 25 years old, unless biologically related to the child, and must be 21 or more years older than the child. In 2011, 16 adoptions were finalized for Zambian children.
