Problems with Bio Father

My daughter is now 8. Her bio father last saw her when she was 3 months old. My husband has raised her and supported her. The bio father never showed up at court and had his checks garnished. Needless to say, he owes over $28,000 in back child support and has just recently provided medical insurance. He just saw my daughter last October for the first time. My husband wants to adopt my daughter, but the bio father is not talking to us anymore. The bio father does not have a job anymore either. He has not talked or seen my daughter in over 3 months because he is having personnal problems. What do I have to do to get this adoption going and how difficult is it going to be? I am in Texas. This is very frustrating to my family since there is a lack of support on the other side. :mad:
