Non-Identifying Information: Adopted adults age 18 or older, adoptive parents, stepparents or legal parents of an adopted adult, birth parents, birth siblings, and direct descendants of adopted adults may obtain non-identifying information.
Identifying Information:
If an adoption was finalized before March 16, 1951, adopted adults age 21 or older, birth parents, adoptive parents, stepparents or legal parents, and birth siblings age 21 or older can receive a copy of the adoption records, which includes the original birth certificate.
If an adoption was finalized after March 16, 1951, adopted adults age 21 or older, birth parents, adoptive parents, step or legal parents, birth siblings age 21 or older can receive a copy of the adoption records, which includes the original birth certificate. They shall not contact or attempt to contact in any manner any of the persons eligible to file a contact veto. A Contact Veto Registry has been established by the Department of Children's Services for the purpose of permitting registration of the willingness or unwillingness for contact with persons who seek contact with them. All parties must go through this registry before contacting the subject of the search.

thanks for your posts.. I have followed this action for several years in Tennesee.. does this say that I dont have to have a court order to have my records released? my situation is a little different than most because I remember my bmother and even know her name.. probably wouldnt need the records except that I remember some of the circumstances of my adoption and would like to see what is described as "sealed information" before I make any contact.. any suggestions would be appreciated... mminer
I would suggest that you contact this office just to make sure that you get the answer "straight from the horse's mouth"...

I just contacted the State of Tennessee for access to my adoption records, and they offered to send me "Non-identifying information" for a fee of $45.00. Does this mean that I won't be given the names of my biological family? Do they just provide you with the bare information that was already given to one's adoptive parents?
How do I apply for my sealed record? I was born after 1951. And is it true that I will be prosecuted if I were to get this information and then tried to contact my biological parents? I'd love to hear how this search has worked for other Tennesseans.

from what I have been told, the non-identifying information will most likely reveal enough info for you to conduct a search with an outside source. for example it provides an original birth certificate. depending on your circumstances that may or may not be helpful. example I was adopted when I was 12 so the original birth certificate would reveal incredible info.
as far as being prosecuted.. what I was told is that the contact registry listed in the article is so small (relative to the amount of people looking) that it is unlikely that your birth parents are in there. if theyre not or if they cant be readdily found, then they have to release the information..
besides that.. could you be prosecuted Yes.. has anyone.. no.. the bparents would have to be in there you know it and then contact them.. and then report you.. so looking into the registry first would definitly be a good step. (I want to know if they requested never to be contacted)I believe that after this registry step is taken your identifying info is released .. make sense? mminer will let you know what else I find out

Your information is helpful, I stayed in a preg home in memphis and gave birth at Baptist Memorial, They told me i can name mu daughter so i did Trevina Montrace when i went home the next month i found her Birth certificate in which my mother threw away i know it was the Grace of God for them to send a birth Cert to our house. I still have it , she was born 8/2/1973 Now i have it and now i don't knwo where to start and no money to pay any one. Do you know of anyone or any information to help me get started in looking for my daughter.

[font=Times New Roman]My adoptive name is Gregory Lewis Fowler. I was born 01-01-1961. I have a biological sister that was born 01-05-62. Her name is Deborah Blair Fowler. My birth certificate no. is 141-576629, hers is 141-576642. We were place in our adoptive parents home on 12-16-65 by Tenn. Dept of Public Welfare. The caseworker that was there on 12-15-65 was Elizabeth Presson. At the time of placement, I have been told that my mother was 26. She was born in 1939. My father was in Mississippi. He was a loborer, and she was a waitress in the Memphis area. Also I have been told that at the time of adoption I had a sister age 7,6,5 that were all adopted by one family. A sister age 3 that was adopted by the same family I was, a sister age 2, and a brother age 1 that were each adopted by seperate families, and my mother was expecting a baby in January of 1966. Adoptive parents names are Harold Lewis Fowler and Maery Elizabeth (Mosier) Fowler.The petition for adoption and name change was filed July 01,1966 by the Law Firm Owens and Ruleman (Atty=Wilbur C. Ruleman Jr.) of Memphis. Interlocutory Decree of adoption was signed by special Chancellor William B. Rosenfield on August 23, 1966. The final Decree of adoption ( Case No. 69271-1 R.D.) was signed by Chancellor Robert A. Hoffmann on 01-06-67. I have been told that my birth name was Carl and that the sister adopted with me name was Patty.
