Speaking from experience, the best and quickest way to locate your mother is to contact the NSO (National Statitistics Office ) in the Cebu area. I was one of 3 girls born in the Philippines, 2 of us were adopted and brought to the states. I recently found my sister in the States. We contacted the NSO and they were able to locate our half-sister in the Philippines. They arranged for us to come to the Philippines (at our expense) and meet our family there after over 40 years. Our birth mother had passed away and our other biological sister had also passed away. It was a happy time and also a sad time but at least we have answers and closure. Our sister in the Philippines now comes once every 2 years and spends half her vacation with me and the other half with my other sister. Good Luck, I know the NSO can help.
