How long "should" it take???

I have a fd with me for 20 of her 29 months. parents rights were terminated in the spring. All of adoption paperwork has long been done and ok'd (we are approved). The problem is a "missing" paper from the court is holding up the finalization! With all of the talk about speeding up foster/adoptions this is just sooooo.....un-necessary and very frustrating for me and the sw involved. Any insight or ideas? Are there any steadfast rules about how long the process from termintation to adoption (when the child has a family that is approved) should take? Thanks! :)
