From what I see the answer in no as far as the ICAB is concerned. But concerning my previous post, what if my parents US citizens want to adopt my wifes siblings. Can they really not say that's who they want to adopt? My parents have been to the Philippines with me 2 times for extended periods and have spent much quality time with the children. The love them also and want them to have a fair life.

The answer is actually yes, but there are age limitations and ICAB would be the ones to assist your parents. It is called relation by way of marrage if I'm not mistaken on how to count it's the 4th degree by affinity. From your parents to you is 1st degree, from you to your wife is 2nd, your wife to her parents 3rd, and then your wife's parents to her siblings the 4th degree. I've never been able to find a refernece on how to count but our lawyer explained it to me before I'm just not 100% sure if it's right.
If your parents are former Filipino citizens, there is also a new dual citizenship law for the Philippines. I'm not sure how it could affect the case but I'm sure residency would also be a factor, not really the best approach.
