You can definitely do an interstate, but should involve a Michigan attorney or agency. Much of what was said is correct, but parental rights may be able to be terminated in your own state. You should not be avoiding ICPC and a durable power of attorney keeps you at great risk, should the birth parent(s) change their mind.
My advice would be to contact a professional in Michigan and get some sound advice from someone who has experience with interstate adoptions.
