I seem to recall something another poster wrote (not in this forum) that the Austrailan rules did not recognize adoptions from the Philippines (and a bunch of other places). He was seeking a way around an immigration problem. It's probably a good idea to seek information from the Austrailian Embassy/Consulate in Manila about how to go about it. (which you probably already did and now your seeking a lawyer, if that's the case then PM me.) I seem to recall that there is some sort of gardianship that happens and then you adopt in your country and finalize in the Philippines? or something like that. I think there is a big pow-wow over reform going on in the judical system.
This actually appears to more of a custody issue with regards to the bfather so I don't think ICAB is the right application in this type of adoption.

Yes you are correct, Inter-country adoption is not a problem for Australians. It's the adoption of a relative and then migration to Australia that's a problem. But that's just the way we understand 'our' rules. I think they have provisions but call it guardianship and not adoption. Kinda like spelling 'color', "colour" or driving on the left side of the road. They just like to do things a way they can call theirs and ours is wrong. Then again sometimes, I associate British ways with Australian ways and it really just isn't so. Maybe it's more like they are looking at the world from bottom side. I think Australians are wonderful people and my prayers go out to this couple.
It you like to compare some of the rules try this site.
